Dawn Brookhart, M.A.T., M.Ed., is an educational leader, consultant, coach, and national speaker with nearly 30 years of experience working to foster positive change in K-12 education. Her career has been dedicated to helping schools, districts, and state agencies bridge the gap between research, policy, and classroom practice, creating sustainable, evidence-based improvements that prioritize student success.
Dawn has supported schools on their journey toward excellence, contributing to local and national recognition, including top rankings in U.S. News & World Report and National Blue Ribbon status. One of her proudest accomplishments is founding a dyslexia and reading training academy, the first of its kind in a Pennsylvania public school and recognized in the Seattle Times, which reflects her commitment to empowering struggling readers and promoting literacy for all students. Dawn's leadership has spanned various roles, including Junior High Principal, Director of Special Education, Director of Curriculum and Instruction, and Acting Superintendent. As a consultant and coach, she focuses on building relationships fostering collaboration, and supporting the growth of educators to improve student outcomes.
A passionate advocate for the science of reading, Dawn has worked nationwide to improve literacy outcomes through professional development, instructional coaching, and research-based curricula. Her work empowers teachers and leaders to have a lasting impact on students. Her latest endeavor includes co-authoring Instructional Leadership with Student-Focused Coaching: Creating the Conditions for System Success with Dr. Daryl Michel, aimed at empowering educational leaders.
As co-founder of Ed Cap Consulting, LLC, Dawn works alongside her husband to foster systemic change in education. She is also the Vice President and co-founder of The Reading League Pennsylvania and an IMSLEC-accredited Orton-Gillingham teacher, reinforcing her commitment to evidence-based literacy practices.

Wayne Brookhart, Co-founder
Wayne Brookhart, M.Ed., is an accomplished educator and administrator with nearly 35 years of experience in public education. As a co-founder of Ed Cap Consulting, LLC. and a Senior Business Consultant for SitelogIQ, a leading energy services and construction management company, Wayne brings a diverse skill set to both the education and business sectors.
Wayne's leadership experience spans across multiple levels of education. He served for 13 years as a Superintendent and six years as a School Board Member, demonstrating a deep commitment to educational excellence and community improvement. He has also been a strong advocate for education on regional and statewide platforms, holding leadership positions with the Pennsylvania Association of School Administrators (PASA). Wayne has shared his expertise through statewide presentations on critical topics such as "Facilitating Building Projects in the Absence of State Funding" and has taught as an Adjunct Professor at Delaware Valley University and Bloomsburg University. His courses included School Law, Conflict Resolution, Budget and Finance, Instructional Practices in Social Studies, and Facilitating High Levels of Academic Achievement.
Wayne's leadership philosophy is centered on the belief that setting high expectations and fostering a collaborative environment can transform educational outcomes. He is passional about breaking through preconceived limitations placed on students, teachers, and administrators. Under his guidance, the Berwick Area School District, where he served as Superintendent, became a model of academic turnaround. During his tenure, the district was recognized with the prestigious National Blue Ribbon School Award in 2017, one of only four traditional high schools in Pennsylvania to receive the honor. This recognition came on the heels of five consecutive years of academic growth across all students subgroups.
